Police Complaint Filed Over Protest at BNCC Office After Hotel Licence Rejection

A police complaint has been filed following a demonstration outside the Bengaluru North City Corporation (BNCC) office after the civic body denied permission for a proposed hotel and bar project in Kodigehalli.
The dispute began after MY Basappa, a resident of Kodigehalli, submitted an application to the corporation on June 24 seeking permission to operate a business named RP Bar and Restaurant. Following an official verification process, the civic body issued an endorsement on August 11 stating that permission could not be granted because the proposed site is situated in a residential area and the fronting road has a width of 7.2 metres.
On October 27, 2025, the applicant submitted a subsequent request to the corporation seeking a licence to operate RP Bar and Restaurant along with a Boarding and Lodging facility under the CL-7 category. The local residents’ association raised formal objections against the proposal. Since the premises falls within a residential zone, the application for granting the trade licence was rejected under the BBMP Act, 2020, and an endorsement confirming the rejection was issued on November 14, 2025.
Following the rejection, a group led by an individual named Santosh and others gathered near the gate of the BNCC Commissioner’s office on August 18 between 12:00 pm and 2:30 pm to stage a protest, reportedly on behalf of Basappa.
According to the police complaint, the demonstrators shouted slogans against the commissioner, corporation officials, and the government. The complaint further stated that the protest obstructed the movement of people and vehicles inside the office premises as well as on the adjoining public road.
