Missing 2002 Electoral Rolls Prevent Bengaluru Voters From Verifying Records

During the ongoing Special Intensive Revision, several residents in Bengaluru's Sultanpalya, Dinnur Road, and Manorayanapalya have been unable to verify their electoral records because supplementary electoral rolls from 2002 are missing from the Election Commission's public portal. The issue has left affected voters unable to correct discrepancies where their Elector’s Photo Identity Card (EPIC) numbers point to incorrect Assembly constituencies.

According to Booth Level Officers (BLOs), the issue has largely affected voters whose EPICs were issued between July and October 2002. While Electoral Registration Officers (EROs) informed these voters that their names were included in a 2002 supplementary roll rather than the main roll, residents found that these supplementary records are completely untraceable online.

For instance, residents from Sultanpalya, Dinnur Road, and Manorayanapalya stated that their voter cards issued in 1995 and 1996 showed they were enrolled in the former Jayamahal Assembly constituency (BMP-AC-87). However, the EPICs issued to them between July and October 2002 incorrectly listed the Yelahanka Assembly constituency (BMP-AC-88) instead.

Although these residents are included in the 2026 electoral roll and have received their enumeration forms, they cannot find their names in the 2002 electoral rolls of either Jayamahal or Yelahanka. Searches using part numbers and serial numbers have yielded no results. EROs reportedly told the residents that the 2002 supplementary roll was never digitised or uploaded to the public portal.

Voters reported that they raised the issue multiple times through the Election Commission’s grievance portal. However, their complaints were closed and marked as "resolved" without providing any clarification or access to the missing historical records.

Addressing the issue, Karnataka Chief Electoral Officer V. Anbu Kumar stated that some constituency mismatches are occurring due to delimitation. He noted that the issue is being addressed and advised affected voters to communicate with their BLOs, who have completed the mapping, or to visit help desks for assistance.
