Malleswaram Flower Market Redevelopment Complete, 192 Shops Ready for Handover

The redevelopment of the Malleswaram flower market on Sampige Road is nearly complete, and the Bangalore Development Authority (BDA) is preparing to hand over shops to the Greater Bengaluru Authority (GBA) for allotment to displaced flower vendors.

The original market was demolished in 2014, displacing 192 licensed vendors who have waited over a decade to return. The newly constructed ground-plus-five-floor (G+5) structure now includes 192 designated shops on the ground floor to accommodate these original vendors.

A senior BDA official confirmed that the building structure is finished and that the authority has written to the GBA to begin allocating the ground-floor shops to verified vendors. The project faced extended delays over the years due to site handover issues, the pandemic, revisions to the National Building Code, foundation challenges involving hard rock, and site flooding.

While the ground floor will house the traditional flower market, the remaining upper floors are designated for commercial use. The BDA has approved the highest bidder for a concessionaire contract under the Design/Decorate, Build, Finance, Operate, Lease and Transfer (DBFOT) model.

The selected concessionaire will operate and maintain the property for a 30-year period, extendable by another 30 years based on performance. The firm will pay ₹90 lakh every four months—totaling ₹2.7 crore annually—to the BDA, with scheduled periodic hikes. The firm is responsible for interior design, fit-outs, maintenance, and commercial leasing across the upper floors and terrace.

Parking facilities in the two basement levels can accommodate 235 cars and will be managed by the concessionaire. In addition, the BDA has prepared a Detailed Project Report for a separate Multi-Level Car Parking (MLCP) facility on the premises. The proposed ₹20-crore MLCP will accommodate 288 cars once approved by the BDA board.
