Karnataka Proposes Paid Residential and On-Street Parking Rules for Bengaluru

The Karnataka government has notified a comprehensive draft parking policy for the Greater Bengaluru Area, proposing substantial fees for residential parking permits and introducing tiered hourly rates for on-street parking across the city.
The draft notification, titled the Greater Bengaluru Area (Parking) Rules, 2026, was issued by the Urban Development Department on August 11. The state government has invited objections and suggestions from members of the public within 30 days of the notification's publication in the official Gazette.
Under the proposed framework, residents parking their vehicles in residential areas will be required to obtain annual permits. The cost of these residential permits is structured based on vehicle size. Owners of small cars will be required to pay an annual fee of Rs 15,000, while owners of sedans will be charged Rs 20,000 per year. For sport utility vehicles (SUVs), the annual permit fee has been set at Rs 25,000.
The policy also introduces hourly fees for non-residential on-street parking, categorized according to the type of road. For four-wheelers, parking on Category C roads will cost Rs 40 per hour, rising to Rs 60 per hour on Category B roads and Rs 80 per hour on Category A roads. Two-wheeler riders will face on-street parking charges of Rs 20 per hour on Category C roads, Rs 30 per hour on Category B roads, and Rs 40 per hour on Category A roads.
To discourage motorists from occupying street space for extended periods, the draft rules specify that on-street parking charges will increase for vehicles parked for more than two hours.
By contrast, off-street parking facilities will be priced lower to encourage organized parking. Hourly off-street rates will range from Rs 20 to Rs 40 for cars and Rs 10 to Rs 20 for two-wheelers. Monthly off-street parking passes will be available at rates ranging between Rs 1,000 and Rs 4,000, with a 50 per cent discount offered on monthly rates for parking between 8 PM and 8 AM.
