Karnataka opens 15-day power connection window without occupancy certificates

On June 22, the Karnataka state government announced a temporary 15-day window allowing approximately 3.65 lakh consumers to obtain permanent electricity connections without an occupancy certificate. The decision temporarily bypasses a Supreme Court restriction that had halted such applications since April 4, 2025.
This fortnight-long exemption applies to eligible buildings constructed on or before May 31, 2026. To qualify, buildings must measure up to 2,400 square feet, allowing for a 20 percent construction deviation that brings the total limit to 2,888 square feet. Eligible structures must also be limited to a height of ground plus three floors (G+3) or stilt parking plus four floors (S+4).
According to data from the state Energy Department, about 3.65 lakh consumers across the state are currently using temporary power connections because construction deviations prevented them from obtaining the occupancy certificates required for permanent connections. Approximately one-third of these affected consumers reside within the Bangalore Electricity Supply Company Limited (BESCOM) limits in Bengaluru.
The state government is projected to generate Rs 1,094.27 crore in revenue from this initiative. Officials stated that the collected amount will be used to improve the electrical infrastructure across the state.
To transition to a permanent connection, consumers must install smart meters. A single-phase smart meter for an average two-to-three bedroom residential unit consuming 3 kilowatts (KW) of power costs Rs 4,988. For households consuming more than 5 KW with solar panels installed, a three-phase smart meter costing Rs 9,880 is required. Electricity supply companies will also charge a standard installation and maintenance fee of Rs 820 per meter.
In addition to the meter costs, consumers must pay a deposit of Rs 13,500, which includes an advance equivalent to an average two-month bill, and Rs 10,500 in line service charges for electrical infrastructure. A fresh application form for the permanent connection costs Rs 100.
