Karnataka High Court Rejects PIL to Extend Voter List Revision Timeline

The High Court of Karnataka in Bengaluru has declined to entertain a Public Interest Litigation seeking an extension of the ongoing Special Intensive Revision of the voters list in Karnataka from one month to three months. A division bench comprising Chief Justice Vibhu Bakhru and Justice KS Hemalekha disposed of the petition, observing that the request was premature and that voter list timelines fall within the specialized domain of the Election Commission of India.

The bench delivered its decision while hearing the petition filed jointly by prominent figures, including Kannada author Devanooru Mahadeva, historian Ramachandra Guha, Major General (Retd) SG Vombatkere, and Kannada scholar Sabiha Bhoomigowda. The petitioners brought the matter to the court citing primary grievances regarding the procedural timeline established for implementing the voter revision exercise across the state.

In its order, the division bench highlighted the mandate of the election authority, stating that the petition relates directly to the procedure being adopted for the conduct of the revision process. The court observed that the Election Commission of India is a specialized body tasked with conducting the exercise, adding that it found no reason to proceed on the basis that the commission would fail to address any procedural issues encountered during the process.

Addressing the specific request to prolong the revision schedule, the bench held that whether the assigned timelines are sufficient to complete the task is a matter within the specialized domain of the election commission. The court stated that it would not be apposite for the judiciary to determine the issue at this stage.

During the hearing, it was submitted that essential procedural safeguards might not be followed under the current schedule. Specifically, the petitioners raised concerns that the requirement of issuing notice prior to publishing the draft electoral roll, as submitted before the apex court, may not be fulfilled in certain cases. The bench was also informed that the state government had previously filed a representation to the Election Commission of India on June 15, 2026, flagging similar issues to those raised in the petition.
