Karnataka Assembly Passes Bill to Cut BDA Regularisation Charges by 50%

The Karnataka Legislative Assembly on Thursday adopted the BDA (Amendment) Bill, 2026, slashing charges by 50% to regularise unauthorised houses situated within Bangalore Development Authority layouts across Bengaluru and provide their owners with official property documents.

Piloting the legislation in the Assembly, Greater Bengaluru Area Development Minister Krishna Byre Gowda stated that several unauthorised private layouts had historically remained within areas acquired by the BDA for development. While the authority acquired the land, many houses built within these private layouts remained intact, leaving residents in prolonged administrative limbo.

Minister Byre Gowda noted that there are 1,11,560 such unauthorised houses located inside BDA layouts. Because the underlying land belongs to the BDA, authorities had been unable to evict the occupants or issue them crucial ownership records, leaving residents without formal title deeds or khatas.

He recalled that the state government had previously amended the law to offer relief by issuing ownership documents upon payment of charges calculated on property extent and guidance values. The new amendment reduces those regularisation charges by half to ease the financial burden on homeowners.

Under the revised rate structure, owners of sites measuring up to 20 x 30 feet will pay 5% of the guidance value. Sites measuring above 20 x 30 feet and up to 30 x 40 feet will be charged 12.5% of the guidance value.

For properties measuring above 30 x 40 feet and up to 40 x 60 feet, the fee is set at 25% of the guidance value. Properties measuring above 40 x 60 feet and up to 50 x 80 feet will be required to pay 25% of the guidance value alongside a prescribed penalty.

In addition to the regularisation provisions, the Bill enhances the administrative powers of the BDA Commissioner, raising the financial sanction limit up to ₹5 crore to expedite urgent works such as the maintenance and repair of BDA flats, villas, and layouts.
