GBA Imposes Up To Rs 1.28 Lakh Penalty On Unclean Vacant Sites

The Greater Bengaluru Authority has issued a public notice introducing strict financial penalties for owners of vacant plots in Bengaluru who fail to clear garbage, soil, and debris from their properties. Under a new circular issued by GBA Chief Commissioner Maheshwar Rao, penalties will range from Rs 19,200 for a standard 20x30 plot to up to Rs 1.28 lakh for larger vacant sites across the city.

The civic measure aims to enforce compliance with the Solid Waste Management Rules and hold property owners accountable for maintaining clean and sanitary conditions on their land. The initiative is linked to the citywide 'Freedom from Waste' campaign, which was launched in August 2026 to make Bengaluru a clean, beautiful, and liveable city.

According to the circular issued by Chief Commissioner Rao, the penal action relies on Sub-rule 18(1)(b) of the Solid Waste Management Bye-Laws-2020. Under these regulations, keeping vacant sites maintained and free from refuse is established as a mandatory responsibility of the respective plot owners.

The GBA stated that the total penal charges levied on non-compliant owners will cover three distinct expense categories incurred during the cleanup process. These include the cost incurred for cleaning the vacant site, the cost required to clear the plot, and the expenses associated with transporting accumulated waste and construction debris away from the site.

The authority confirmed that the penalty amounts will be systematically recovered from non-compliant site owners by attaching the fees to their property tax assessments according to the area of the plot.

Plot owners across Bengaluru have been directed to clean their vacant properties and clear all waste, garbage, soil, and other materials by August 15, 2026. The circular specified that all cleared waste must be disposed of strictly at five designated places identified by the Municipal Corporation.

In his circular, Chief Commissioner Maheshwar Rao requested the full cooperation of all vacant site owners in meeting the specified deadline, emphasizing that maintaining waste-free sites is essential for public health and the overall cleanliness of Bengaluru.
