GBA Association Demands Withdrawal of Dr B Nandini Health Officer Appointment

The Greater Bengaluru Authority (GBA) Municipal Officers and Employees’ Welfare Association has officially urged the Urban Development Department to immediately withdraw the deputation order appointing Dr. B Nandini as the Chief Health Officer in Bengaluru. The association’s formal objection follows a Health Department notification dated July 15, which they allege violates established service rules.
In a detailed letter addressed to the Additional Chief Secretary of the Urban Development Department (UDD), the welfare association characterized the deputation of Dr. Nandini as 'completely illegal.' The group has called on the Karnataka state government to cancel the transfer and deputation order with immediate effect, citing a direct breach of standard administrative protocols.
The dispute centers on the appointment of Dr. Nandini, an officer from the Health Department, to the key administrative role of Chief Health Officer (Junior Pay Scale) within the GBA. Association President A Amruth Raj pointed out specific discrepancies regarding the seniority of the newly appointed officer compared to the existing staff within the authority.
According to Amruth Raj, Dr. Nandini has only 17 years of service. Meanwhile, several senior health officers with more than 25 years of service are currently available within the Greater Bengaluru Authority. The association argued that bypassing these highly experienced senior officers to appoint a junior officer on deputation is a direct violation of service norms.
The welfare association, which represents the municipal officers and employees of the GBA, has expressed strong opposition to the Health Department's July 15 notification. Labeling the transfer order a violation of prescribed rules, the association has requested the UDD and the state government to take swift action to rectify the situation by withdrawing the controversial appointment.
