Bengaluru mandates CPCB portal tracking for apartment waste disposal

The Karnataka State Government has brought Bengaluru’s bulk waste management under a mandatory digital tracking framework, requiring apartment complexes to register on the Central Pollution Control Board (CPCB) portal and digitally track the disposal of every kilogram of waste generated. The regulations, framed under the Solid Waste Management Rules, 2026, officially came into force on April 1, 2026, in an effort to curb illegal dumping networks and resolve the city's long-standing garbage crisis.

Under the mandate, every Bulk Waste Generator (BWG) across Bengaluru must complete registration on the CPCB portal with their respective local authority. Apartment associations are required to disclose all details regarding their private waste collection and processing vendors. Local authorities will subsequently verify compliance reports submitted through the digital system before issuing official certificates, ensuring that waste undergoes scientific processing rather than unauthorised disposal.

The portal creates a digital record tracing flat waste from the point of initial pickup to final processing sites. State officials noted that the system specifically targets illegal operators who collect apartment waste and dump it on public and government land for profit. By requiring all vendors to register, the administration aims to eliminate unauthorized collection networks and foster greater competition among compliant service providers.

Addressing widespread resident confusion regarding disposal charges, Bengaluru Development Minister Krishna Byre Gowda clarified that the reported Rs 12 per kg fee is the maximum permissible rate rather than a fixed standard charge. Apartment welfare associations retain the right to negotiate lower charges with authorized vendors, with several compliant vendors currently charging Rs 8 per kg or less for waste management services.

Minister Gowda stated that the government will not permit monopolies within Bengaluru’s waste management sector, emphasizing that any vendor meeting regulatory standards can be empanelled via the portal. He confirmed that the digital monitoring measures are being implemented in line with Supreme Court guidelines to bring complete transparency and public accountability to the city’s waste collection and disposal ecosystem.
