Bengaluru Issues Draft Parking Rules Proposing Rs 10 to Rs 80 Hourly Fees

The Karnataka state government has issued draft rules titled the Greater Bengaluru Area (Parking) Rules, 2026, proposing hourly fees ranging from Rs 10 to Rs 80 for non-residential on-street parking on major roads across Bengaluru. The draft notification, released on August 11 by the Urban Development Department, categorises areas into A, B, and C zones to determine specific rates.

The proposed parking charges apply to two-wheelers and light motor vehicles (LMVs). Monthly parking passes will range from Rs 1,000 to Rs 4,000. To discourage long-duration on-street parking, fees will increase for vehicles parked for more than two hours. Bicycles will be permitted to park for free, while a 50 per cent discount will be offered on monthly off-street parking rates between 8 pm and 8 am.

Under the draft framework, parking will be strictly banned at road junctions and on footpaths. Vehicles will not be allowed to park within 25 metres on either side of bus stops, railway stations, access points to bus stations, and Metro station entry or exit gates. This 25-metre restriction also applies to autorickshaws, taxis, and other hired transport services.

Vehicle stoppages will be restricted to designated pick-up and drop-off points established by city corporations, with waiting times capped at five minutes.

The draft rules require owners of residential buildings to provide adequate on-premises parking space for household members and tenants in accordance with building by-laws. For connecting roads, city corporations may permit residential parking only if adequate traffic flow and clear walking space on footpaths remain on both sides. Residential parking permits would be issued to owners subject to annual renewal.

To expand off-street capacity, the policy encourages multi-level car parking and offers tax exemptions to landowners who provide parking space to city corporations. The corporations will also acquire land to build dedicated parking facilities. Revenue collected from parking fees and penalties will be maintained in separate dedicated accounts opened by each corporation.

The Urban Development Department has invited the public to submit objections and feedback within 30 days of the notification's publication.
