Bengaluru Homeowners Pin Hopes On DK Shivakumar For New Apartment Law

Bengaluru homeowners are pinning their hopes on Karnataka Deputy Chief Minister DK Shivakumar to introduce long-pending reforms and resolve ongoing issues regarding the state's apartment laws. With a leadership change expected in Karnataka and Shivakumar likely to take over as the state's chief minister, apartment residents in Bengaluru are hopeful that a new apartments Act will finally be established to address their grievances.
Currently, homebuyers and housing societies across Bengaluru are struggling due to the existence of two conflicting apartment laws in Karnataka. This dual legal framework has created significant confusion and challenges for local residents seeking clarity on property ownership, management, and housing society operations.
The demand for a unified law has been a persistent issue for the city's housing communities. Shivakumar first discussed the proposed apartments Act during a Brand Bengaluru meet in 2023, which was held with multiple resident welfare associations. Following that initial discussion, homebuyers have actively campaigned for reforms, and the issue was further addressed during a meeting with resident welfare associations in December 2025.
Despite these ongoing efforts and multiple meetings, a concrete solution has remained elusive for Bengaluru's homeowners. The confusion has persisted even after several judgments on the matter were passed by the High Court, the Real Estate Regulatory Authority (Rera), and various civil courts. None of these legal interventions have succeeded in providing a definitive resolution to the conflict between the two existing laws.
With the anticipated change in state leadership, local homeowners and housing societies are looking to Shivakumar to prioritize these reforms. The introduction of a new, single apartments Act is expected to bring much-needed clarity and better implementation of ownership laws, directly impacting numerous residents and housing societies throughout Bengaluru.
