Arriving Passengers at Bengaluru Airport to Pay User Fee from September 1

Passengers landing at Kempegowda International Airport in Bengaluru will be required to pay a user development fee starting September 1, following a new tariff order issued by the aviation regulator.

The revised tariff structure was determined by the Airports Economic Regulatory Authority of India for the fourth control period, spanning financial years 2026-27 through 2030-31. Bangalore International Airport Ltd announced the decision on Friday.

Under the updated rates, arriving domestic passengers will be charged Rs 125, while departing domestic flyers will pay Rs 300. For international routes, arriving passengers will pay Rs 426, and departing travelers will be charged Rs 997. Previously, user development fees were levied exclusively on departing passengers at rates of Rs 550 for domestic journeys and Rs 1,500 for international flights.

The regulatory authority decided to split the user development charges between arriving and departing travelers, aligning Bengaluru airport with the fee structure already implemented at other newly developed and major airports across India. With the split in place, the combined fee structure amounts to Rs 425 for domestic travel and Rs 1,423 for international trips.

These newly prescribed charges will remain in effect until August 2029. After that period, tariffs will be reviewed and modified based on the progress and completion of major expansion projects at the airport, including Phase 2 of Terminal 2 and its associated operational facilities.

A spokesperson for Bangalore International Airport Ltd noted that the order accounts for substantial capital investments being made to expand capacity. The infrastructure pipeline includes Terminal 2 Phase 2, an accompanying apron, airfield enhancements, and landside and road connectivity networks. The operator stated that specific incremental tariff revisions tied to these projects will take effect only after the infrastructure is completed, commissioned, and operational in accordance with regulatory procedures.

The existing single-point user development fee on departing travelers will remain in place until the new system takes effect on September 1.
