AERA Lowers Kempegowda Airport Departure UDF, Adds Arrival Fee From 2026
The Airports Economic Regulatory Authority of India (AERA) has announced a revised User Development Fee (UDF) structure for Kempegowda International Airport (KIA) in Bengaluru, reducing charges for departing passengers while introducing fees for arriving travellers starting September 1, 2026.
Under the revised tariff order, the UDF for departing domestic passengers will decrease from the existing ₹550 to ₹300. For departing international passengers, the fee has been set at ₹997, down from the current ₹1,500.
However, the new tariff order introduces a UDF for incoming travellers. Arriving domestic passengers will be charged ₹125, while arriving international passengers will pay ₹426.
The revised tariff order covers the fourth control period spanning FY 2026-27 to FY 2030-31. The new rates will take effect on September 1, 2026, and remain applicable until August 2029. Until that date, the current UDF rates for departing domestic and international passengers will remain in place.
Bangalore International Airport Limited (BIAL) stated that sharing the charge between arriving and departing passengers aligns with the approach adopted across other major and newly launched airports in India. BIAL noted that the restructuring does not increase the overall base fee.
Despite ongoing expansion work, the combined domestic UDF under the new structure will total ₹425, compared to the current ₹550 departure charge. The combined international UDF will be ₹1,423, down from the existing ₹1,500 departure fee.
BIAL added that the tariff order recognises planned infrastructure investments at the airport, including Terminal 2 Phase 2, the T2 Phase 2 Apron, airfield works, road networks, and landside infrastructure.
A BIAL spokesperson noted that incremental tariffs linked to these major projects will become applicable only after the respective infrastructure is completed, commissioned, and operational in accordance with the regulatory process prescribed by AERA.
